Oleksandr Rozhko
Vice-Rector for Academic Affairs (Strategic Development) Doctor of Economics, Professor

Born on May 30, 1981, in Polotsk, Vitebsk Region, Belarus. In 2004, he graduated with honors from the Faculty of Economics of Taras Shevchenko National Kyiv, majoring in Finance, and obtained the qualification of Master of Economic Sciences. In June 2011, he also graduated with honors from the Faculty of Law of the same university, majoring in Law (specialization in Civil Law), and obtained the qualification of Master of Law.
From 2004 to 2006, he pursued postgraduate studies at the Department of Finance, Monetary Circulation and Credit of the Faculty of Economics at Taras Shevchenko National Kyiv.
Since September 2006, he has worked at the Department of Finance, Monetary Circulation and Credit, first as an Assistant Professor and, from November 2008, as an Associate Professor.
In January 2007, he defended his Candidate of Sciences dissertation in Economics entitled “Public Credit in Ensuring the Investment and Innovation Development of Ukraine.”
Since February 2010, he served as Deputy Director for Academic Affairs of the Institute of Postgraduate Education and concurrently as Associate Professor at the Department of Finance.
From November 2015, he held the position of Director of the Institute of Postgraduate Education and simultaneously served as Professor at the Department of Finance.
In April 2017, he defended his doctoral dissertation entitled “Public Finance in Ensuring Macroeconomic Stability in Ukraine” and was awarded the degree of Doctor of Economics.
From February 2018 to 2021, he served as Vice-Rector for Academic Affairs (Strategic Development). Since May 2021, he has been working as Professor at the Department of Finance of the Faculty of Economics at Taras Shevchenko National Kyiv.
Professor Rozhko is a specialist in the development of Ukraine’s financial system under financial globalization, mechanisms of state financial policy, and the contradictions in the functioning of public finance in Ukraine.
He is the author of more than 130 scholarly and educational publications and currently supervises five PhD candidates.
Professor Rozhko actively participates in public and academic activities. From 2011 to 2018, he chaired the jury of the “Finance, Monetary Circulation and Credit” section at the All-Ukrainian Competition and Defense of Research Projects of the Junior Academy of Sciences of Ukraine. He is a member of the Expert Council of the Ministry of Education and Science of Ukraine on the Certification of Academic Personnel in Economics and serves as an expert for licensing and accreditation procedures of the Ministry. He is also a member of the editorial boards of several academic journals, including Eurasian Academic Research Journal, Financial Services, Scientific Papers of the Research Financial Institute, Financial Control, and Bulletin of Taras Shevchenko National Kyiv. Military and Special Sciences.
During 2006–2007, he was a recipient of the Scholarship of the Cabinet of Ministers of Ukraine, and in 2009–2010 he received the Grant of the President of Ukraine for Young Scientists. In 2011, he won the Fifth Tugan-Baranovsky Competition for Young Scientists’ Research Papers.
For his significant contribution to the development of science, higher education, and the strengthening of state institutions, Professor Rozhko has received numerous state, departmental, and public honors. Among the highest state awards are the Order of Merit, Third Class, and the honorary title “Honored Economist of Ukraine.” He has also been awarded numerous certificates and distinctions from the Ministry of Education and Science of Ukraine.
