Doctor of Law, Professor

Born on August 30, 1981, in the city of Dniprodzerzhynsk (now Kamianske), Dnipropetrovsk Region, Ukraine. In 2003, he graduated with honors from Taras Shevchenko National Kyiv with a Master’s degree in International Law.

From 2003 to 2007, he worked as a Research Fellow at the Institute of International Relations of Taras Shevchenko National Kyiv. Between 2003 and 2008, he concurrently served as legal counsel for the representative office of the British company Baramist Limited in Ukraine.

In 2006, he defended his Candidate of Sciences dissertation in Law entitled “Unification of Private International Law Norms within the Framework of the Hague Conference.” In 2012, he was awarded the academic title of Associate Professor.

From 2007 to 2011, he served as Assistant Professor at the Department of Comparative and European Law of the Institute of International Relations. From 2008 to 2009, he concurrently held the position of Director of the representative office of Baramist Limited.

In 2009, he obtained a Certificate authorizing the practice of law in Ukraine. From 2009 to 2013, he was the founder and Managing Partner of the law firm Popko Brothers and Partners. From 2013 to 2026, he served as founder and Managing Partner of the Popko Brothers and Partners Bar Association.

From 2012 to 2021, he worked as Associate Professor at the Department of Comparative and European Law of the Institute of International Relations. Since 2021, he has been Professor at the Department of Comparative and European Law of the Educational and Scientific Institute of International Relations of Taras Shevchenko National Kyiv.

In 2020, he defended his doctoral dissertation entitled “Transnational Criminal Law: International Legal Foundations” and was awarded the degree of Doctor of Law. In 2022, he received the academic title of Professor.

Professor Popko is the author of more than 100 scientific and educational publications, including over 50 articles in professional Ukrainian and international academic journals (some indexed in Scopus and Web of Science).

Since 2018, he has been a member of the Board of Trustees of the National Museum “Kyiv Art Gallery.” Since 2019, he has served as Deputy Head of the Ukrainian Analytical and Educational Center for European and Comparative Law at the Institute of International Relations. From 2021 to 2025, he was Deputy Head of the Department of Comparative and European Law.

Since 2023, he has been a member of the working group on amendments to the Criminal Code and Criminal Procedure Code of Ukraine aimed at strengthening the efficiency and independence of the Specialized Anti-Corruption Prosecutor’s Office. From 2024 to 2025, he served on the Board of the Ukrainian branch of the Austrian charitable foundation SOS Children’s Villages. Since 2025, he has been an External Advisor to the President of the National Academy of Arts of Ukraine, an Arbitrator of the Sports Arbitration Court under the National Olympic Committee of Ukraine, and a member of the Specialized Academic Council D 26.001.10. Since 2026, he has served as Honorary Legal Adviser to His Majesty’s Ambassador to Ukraine, Neil Crompton.

For his contribution to the development of science, higher education, legal practice, and the strengthening of state institutions, Professor Popko has received numerous state, departmental, and public honors. Among the highest state distinctions is the honorary title “Honored Lawyer of Ukraine.” He has also been awarded distinctions by the Ukrainian National Bar Association and elected Honorary Academician of the National Academy of Arts of Ukraine.

He is fluent in Ukrainian, English, and French.
